President Obama’s budget proposal is due out next week. We’ve already got a relatively good idea of what he’s going to propose – more spending, more taxes, maybe some hints of deficit reduction. It also looks like President Obama will propose a statistical adjustment to Social Security’s adjustment formula – moving to the chained consumer price index (C-CPI) – that the Obama Administration has long portrayed as an important entitlement reform.
What is a C-CPI reform, exactly? It would peg Social Security cost-of-living adjustments to a different – and, economists say, more accurate – form of inflation. The practical effects of this are that there would be modest benefit cuts and modest tax increases over what’s currently projected for Social Security. Over a ten-year period, the CBO projects, there would be a $127 billion spending cut to Social Security and a $123 billion dollar tax hike. Liberals dislike the C-CPI reform due to the spending cuts and conservatives dislike it because of the tax hikes.
A “senior administration official” told the Huffington Post that President Obama’s plan is “not the President’s ideal deficit-reduction plan” and characterizes the C-CPI proposal as a “key Republican request… not the President’s preferred approach.”
This is a dishonest framing at best. As the Washington Post reports, it has consistently been the Obama Administration pushing for a C-CPI reform to Social Security. This is from a WaPo report on December’s fiscal cliff negotiations [emphasis mine]:
Liberal Democrats, too, were on edge about Obama’s offer on the inflation measure, known as the chained consumer price index, or chained CPI. Obama tentatively embraced the change in budget negotiations with Boehner in the summer of 2011.

Instead, Ryan backed Speaker John Boehner’s position, which is that any new tax revenues must be achieved without passing higher tax rates.
In an exclusive statement to Breitbart News, Ryan specified that new revenues should come through economic growth and tax reform, not tax hikes:
Speaker Boehner has outlined a bipartisan way forward to avoid the “fiscal cliff” and get our economy growing: common-sense entitlement reform coupled with pro-growth tax reform. We can find common ground on responsible spending restraint and greater revenue through economic growth, but we have yet to see either a serious plan or leadership from President Obama. Speaker Boehner and House Republicans have delivered both.
Earlier today, President Obama signaled an openness to tax reform, but said that “closing loopholes in deductions” would not cover the cost of extending the current tax rates for the top two percent of earners.
Obama reiterated that he interpreted last week’s election results as a mandate to raise taxes as a means to balance the federal budget. Ryan told ABC News yesterday that the electorate had not voted for higher taxes, since Republicans had retained control of the House of Representatives after opposing tax hikes.
Ryan’s support for Boehner signals growing unity among House Republicans behind the Speaker’s refusal to consider new taxes. Senate Minority Leader Mitch McConnell also made a firm commitment to prevent tax hikes in an exclusive interview with Breitbart News last week. Bipartisan talks on the “fiscal cliff’ begin Friday.

Or is he just an “untouchable” member of the Ruling Class?
Barack Obama floats like a butterfly, even if he lacks the verbal facility to sting like a bee. He was lucky to draw the befuddled John McCain as his opponent in the 2008 presidential race. Rather than exposing Obama’s bloated ego to the ridicule that it so richly deserved, McCain decided to make nice — adding his voice to the hosanna chorus greeting the young Messiah. “And, finally, a word to Senator Obama and his supporters,” McCain said in his acceptance speech at the Republican National convention. “We’ll go at it over the next two months — you know the nature of this business — and there are big differences between us. But you have my respect and my admiration.”

If Paul Ryan were to become president or vice president someday, or speaker of the House, he would still likely be remembered for the work with which his name is almost always linked: the House GOP’s alternative budget, officially known as “The Path To Prosperity,” but inevitably referred to in media shorthand as “The Ryan Budget” or “The Ryan Plan.”
It is a plan that has carried him to the nation’s front pages in the years since he introduced the first version in 2008 and indeed, it propelled him to being the Veep candidate with the most media coverage between March 16 and April 16, according to HighBeam research. He bested popular Sen. Marco Rubio, 27 percent to 23.5 percent, according to the analysis of media attention, released last week.
The Ryan Budget, unlike its predecessors, has special significance in 2012: This is a presidential election year and The Ryan Budget is sure to be targeted by Democrats as a repository of “gloom and doom” and, perhaps, embraced by Republican officeholders and candidates as a program they will enact if they maintain control of the House and win the Senate and presidency this fall.

WASHINGTON – Under the gun from his Republican caucus and unwilling to let the Senate off the hook, House Speaker John Boehner on Monday said the House GOP will reject a two-month payroll tax cut bill that does nothing to help businesses plan or Americans save.
House leaders are planning a vote Monday night to approve a larger package than the Senate-passed legislation, whose price tag is $33 billion and which allows for the Social Security tax rate to stay at 4.2 percent from 6.2 percent for another two months instead of the year that most members prefer.

From the Associated Press:
House Speaker John Boehner abruptly broke off talks with President Barack Obama Friday night on a deal to cut federal spending and avert a threatened government default, sending compromise efforts into an instant crisis.
Within minutes, an obviously peeved Obama virtually ordered congressional leaders to the White House for a Saturday meeting on raising the nation’s debt limit. “We’ve got to get it done. It is not an option not to do it,” he declared.
For the first time since negotiations began, he declined to offer assurances, when asked, that default would be avoided. Moments later, however, he said he was confident of that outcome.
At a news conference of his own a short while later, Boehner said, “I want to be entirely clear. No one wants default.”

Via the Weekly Standard, we’ve joked about this sort of liberal messaging before but I honestly didn’t think we’d see it. Surely, after years and years of leftist whinging about “the politics of fear,” they wouldn’t resort to imagery of Republicans actually killing frail old ladies.
And yet here we are.

While Senator Kohl and I have had our policy disagreements in the past, he has always had my respect. It has been a privilege to work with him over the years, and I wish him the best in his future endeavors. I was surprised by Senator Kohl’s announcement and want to take some time over the next few days to discuss this news with my family and supporters before making any decision about how I’m best able to serve my employers in the First Congressional District, our state and nation.”

Senate Democratic leaders, on a conference call Friday with reporters, said negotiators are on the cusp of a deal to fund the government beyond April 8 that would slice spending by $33 billion.
“I am happy to say that negotiations towards a compromise are moving forward,” Majority Leader Harry Reid, D-Nev., said, “We will be working through the weekend to forge a compromise, and I hope that cooler heads continue to prevail as we work to make smart cuts.”
